Requested user-rights: Administrator.

My need: I'd like to do patrolling of pages that are not on topic for MediaWiki (things like "My Resume", and blocking spammers in the process), and to make noncontroversial tweaks to protected pages (I'll ask for discussion before bigger changes). Short description: I'm an end-user who's beginning in PHP and likes to crawl through MediaWiki's underpinnings, one day hoping to be proficient enough to gain an understanding of how to write extensions (I have many good ideas).   • Don't see a huge need for this. We really do have admins, global sysops and stewards jumping over each other to remove spam, and the other speedy deletion requests don't need to be cleared right away.
