Requested user-rights: Translation administrator.

I am Google Code-in 2014 student. I need the translation administrator rights in order to do some i18n migration tasks (especially for Special:PageMigration). I had some (small) experience with translating in previous GCI, and this year I've already migrated a few pages. I actually need the rights for less than 10 pages (about 7, probably).
