Thanks @MarkAHershberger,

All change looks good to me. I did merge them to master branch.

The only concern will be the performance, as more and more notification emails need send out whenever any category is changed for any page. The whole process will be significate for a large wiki site.

I have created a task (https://phabricator.wikimedia.org/T168072) to utilize the job queue for sending email notifications.
