The current message is a bit misleading. The limits currently work as described in this page. It seems that the problem in your case is not the overall percentage of machine translation (prevents from publishing translations with 99% or more of unmodified MT), but the number of problematic paragraphs: having 5 paragraphs or more with 95% of Machine translation (or 80% for those paragraphs you didn't review and marked as resolved).
Currently, the number of paragraphs to check seems too strict and we are in the process of adjusting the limit to make it less strict. Considering the review and deployment cycles, these changes are expected to be effective in one week.
We are in the process of adjusting these limits to find a good balance that prevents publishing lightly edited translations while not getting in the way of those making good translations.User feedback is essential in this process. Please, try the tool again after the changes next week and report any particular issues you encounter.
