This message appears in the latest versions of the translator of the french translator and it blocks the publication.
If the goal is laudable, it totally forbid the publication of the article. Some translations of the Google translator are often good enough (without too many changes). In this circumstance, the article can not be published.
This is nothing more than a sabotage of Wikipedia's translation tool.
Here you wil find " Commerce du bois britannique" translation from en:British timber trade (copy/paste from translator because it is impossible to publish). The interface explain that 95% of the text is unmodified and un-publishable. But in fact it's largely enough (for a first draft)
