Meaning of "Annual Goal: $Integer" column?

What does the "Annual Goal" table column under "Editing"mean? I assume "Annual Goal: 3" does not mean that it's the third goal but that it's in quarter 3? Could this be clarified? Thanks!

It meant the third goal, yes; this has been reflected in the text.
