Hi, seeking help with a block meant for someone else

I'm getting a "blocked" message that makes no sense. The following page [https://en.wikipedia.org/wiki/User_talk:76.142.77.148]

says that "NinjaRobotPirate talk contribs blocked 76.142.0.0/16" 

It looks like a block was meant for 76.142.77.148, but it blocked any IP address starting with 76.142 . . .  Anyway, this page of contributions from that IP address [https://en.wikipedia.org/wiki/Special:Contributions/76.142.0.0/16] has absolutely nothing to do with me.  I haven't even tried to edit Wikipedia in years. The block was obviously meant for someone else.

The appeal page isn't working for me either. It says I need a valid user name (which is odd, because I am logged in).

I suggest you make an unblock request on English Wikipedia, preferably from your registered account. However, since it looks like your account was globally locked, you'll probably have to talk to a steward first. It's admittedly rare, but editors have come back from checkuser blocks and global locks. It will make for a lot less work for everyone involved – you won't have to deal with range blocks, and I won't have to keep notes about what ranges I've blocked.
