Upgrade to 1.10.2 from 1.9 fails edit

and My wiki now says

 A database query syntax error has occurred. This may indicate a bug in the software. The last attempted database query was:
   (SQL query hidden)
 from within function "Title::loadRestrictions". MySQL returned error "1146: Table 'wikidb.netpage_restrictions' doesn't exist (localhost)".

If I go back to mediawiki-1.9.4 everything works. I imagine it was a fix for the vulnerability but now it is so secure I cannot use it. Has anyone had this problem?

I have gone to the MediaWiki 1.10.2 installation page - no joy.

I did their suggested mv LocalSettings.php to LocalSettings.php.old and the setup file does not work entirely (I can fill in the first three fields and there is no submit or next button to finish. I did the refreshLinks.php and the other suggested fixes - no joy.

I don't have any reasonable stance on this. If you can, get it to something like Requests for comment or the ArbCom. I don't really have time for MediaWiki/Wikipedia business now, but if all else fails, email me and I might give it a more thorough view. I thin my time here is done.
