Hello, can I create a wiki on this site?

I have downloaded it. It just comes with files like Skins, resources, mw-config, docs, images, extensions, vendor, etc,. It is too complicated.

if you are not tech savvy enough, you should use a third party hosting service. They have support staffs who can help you. Asking an admin individually here is not a good idea since he/she might not be a expert at Mediawiki software. You might want to ask for help at the support desk.

No I can not. Please use one of the third party hosting services to create a wiki. It is usually easier this way if you don't have the required technical knowledge.

No, they will not and can not create a wiki for you. They will only give you directions on how to create and maintain a wiki by yourself.
