Are the String functions in the parser?

mw:Extension:StringFunctions says "Most of these functions have been integrated into the ParserFunctions extension as of r50997 (ref).", yet the mw:Help:Extension:ParserFunction documentation doesn't mention any of them.

But there's a flag to enable them and Tim Starling didn't want to do so (bug 6455), because it would encourage people to write parsers in wiki template functions, and that's not what wiki text is designed for.
