How should I create wanted categories that don’t have ‎<translate><!-- T:1 -->‎<tvar name=1>‎</tvar>‎</translate> then?

I don’t see any other obvious way to do so.

Don't create them. If someone actually wants to make a real translation that's great, but there's no need to create them otherwise.

I’ve now opened T285463 to get @FuzzyBot to create them automatically.
