As a facilitator of elections, in which there is a sudden rapid infusion of new pages and edits under e.g. https://meta.wikimedia.org/wiki/Talk:Affiliate-selected_Board_seats/2019/, I need a filter to monitor ALL changes under a prefix like that. Thus new nominations, endorsements of nominations, discussions of procedures and candidates are all things that I want quick and easy notification of. Thank you!

The only way to do this now would be to have a dedicated namespace for elections.
Filtering categories is not covered and not scheduled for development.
It sounds like someone has an approach that works. Tell us more, @Bluerasberry.
Also, perhaps it can be done via a bot now?

It is technically possible, though hacky. You can either add all pages to a category, and use related changes. Or alternatively use abusefilter to tag all pages with that criteria, and filter using tags.
I always forget about Related changes!
So yes Nealmcb, it is possible to watch the requested pages.
