How do you enable this API module? I set $wgPageLanguageUseDB to true and assigned the sysop group the right pagelang, but the API reports that the action pagelang does not exist. The setting does work as Special:PageLanguage is accessible. For a similar situation, see dev.translatewiki.net.

Scratch that, I can't even find any reference to this module. Phabricator:T11360 doesn't mention it, it only contains three patches where only one was merged, and that commit contains changes related only to the user interface.
