Hi. Is there a list of Wikipedia Zero's requirements somewhere? From what I can tell, the goal is to provide Wikipedia for free at zero.wikipedia.org. (We already provide Wikipedia for free at www.wikipedia.org, so there's immediately a question of why there's a separate domain.) The amount of overhead to provide this service seems like a bit much, but without knowing the requirements, it's difficult to properly assess.

For example, setting up a lot of infrastructure just so that a small HTML snippet can be dynamic may not be the worth the cost, unless that banner is hugely important to the success of the overall project.

Is there a requirements list somewhere?

I think dfoy would be the best person to talk about requirements, but from what I know, there are some good reasons for it: a) navigating to a zero.* domain always reports free/non-free banner, b) unlike m.* has no images, c) allows carriers to do URL filtering in a more precise way, d) all links get instrumented to ask for "navigate to pay zone" confirmation. At the same time, we are trying to get all new telcos to get m.*, even though we might still be under contractual obligations to provide the zero domain (my suspicions, not hard facts).
