Welcoming unwelcomed users

Hi,

would it be possible to add a functionality to this extension that would have this extension to go through new user logs and welcome users that were not "welcomed" in the past? Thank you for a reply!

Do you want to welcome them even if they are inactive, or would it be ok to, say, welcome them the next time they login/visit the wiki?

I would prefer to be able to welcome them even when they are inactive since I would like them to encourage them for editing by welcoming them.
