Graduations

Why not have an on/off? If there are unexpected problems, or if a user just hates it, then a built-in opt-out switch could be very handy. I think it would be best to have the initial graduation period (maybe 30 days?) be a simple "on by default" setting, but otherwise to still have all the features that Beta Features offers. Imagine how convenient it would have been to tell people with poorly behaved (or mostly missing) fonts, "Thanks for the bug report, we're working on fixing it, and, in the meantime, you can disable this feature in Beta Features". @Whatamidoing (WMF): Yes, but this (a) turns Beta Features away from the simple "opt-in" model into something more complicated, and (b) makes it look like we'd support turning it off for the long term, which in general is not true and would set unhelpful expectations.
