The current description, "each entry indicates an article name and a text string" is essentially useless. What article name? What text string? How does that relate to a user? How do Sysops create these bans if server-level access is required to edit the localsettings file to add a ban. Sorry about that. The original creator of the page posted the incorrect information as to what allowable values there are. This setting is actually a boolean (true/false) that enables a checkbox in Special:BlockIP to allow sysops to block the user from sending email if true. --Skizzerz 15:32, 14 September 2008 (UTC)Reply
Thanks for the clarification. Thank goodness it only took 10 months to get the correct information here. ;-) At least the rest of the Manual that I've read so far seems pretty spot-on accurate.
