editmcc.php file is a maintenance script that works as a memcached diagnostic tool.
MemCached Command (mcc) is an interactive command tool that lets you interact with the MediaWiki memcached cache.
List of commands

Usage
editphp maintenance/run.php mcc

In MediaWiki version 1.39.10 and earlier, you must invoke maintenance scripts using
php maintenance/scriptName.php
instead of php maintenance/run.php scriptName
