This is a list of OSM admin boundary relations that have a Wikipedia tag, but no Wikidata tag

Open OSM relation. If it already has Wikidata ID, someone else has fixed it, ignore it. Find the correct Wikipedia article title and copy it. Click "edit" link in the table (you can login using your Wikipedia account). On the left, update the Wikipedia field (not the tags) with the correct title. Observe that Wikidata tag below has changed as well. If there is no Wikipedia page, create just the Wikidata tag by itself. Click Save, enter comment on the left, and click Save.

Alternative editing with JOSM

Use "Download from Overpass API" in File menu. Use this query to get all "admin_level" objects with Wikipedia tag but without Wikidata tag:

Select area with a few objects, press "Shift-E" to select just the ways, and use "Search" command with parent selected search string to select parent relations. Now edit the relation tags to ensure they are correct.
