Using {{Tlx }}

I want to understand what the SISTER parameter is used for ... So I Code {{Tlx|Tlx|SISTER=Tl}} and see what happens:

Hey, I get the (expected) reference to the Tlx template but not quite as well as I want it. The SISTER parameter adds the 'Tl' characters in front of the namespace'Template'resulting in a new namespace name 'TlTemplate'. Hence the result 'Page does not exist'.

Now I understand the reference to interwiki in the documentation of the {{Tlx }} template.
