We can translate this English page, and several translated pages exist (the de and fr pages for example) but we cannot move from a translated page to another one because the line "other languages" is missing.

Use <languages />. Once a translation administrator marks a page for translation, the "other languages" bar will be displayed.
For pages that are not planned to be marked, use {{languages}} instead.
