Is it possible to use Scripts while in Reply mode instead of editmode? I'm referring to gadgets / extensions like this or this They basically read `wgAction` to activate some features, like the ability to insert special signs.

No, not right now. Those scripts would need additionally logic to detect in-page editing. This is theoretically possible though.
