English Wikipedia has a draft namespace, and per here, that should mean there's an option to publish to it. I don't see that, though. Could it be enabled?

By default you translated article will publis in maine name space. But if You wish pub it in UserNameSpace - choose wheel with tooth (preference wheel) in translation tool and select where you will publish translated artickle, after - article can be publish in you personal name space/
