In case $wgEmailConfirmToEdit = true; was set, make sure that the user's email address was confirmed.

This is about Importing XML dumps via "Special:Import". This is a pretty unspecific error message, probably a catch all for everything the wiki cannot really name. Anyhow, in my case $wgEmailConfirmToEdit = true; was set and the importing user did not confirm their email address. Bang.
