How I can publish a 100% machine translated text to my user space? There's nothing over Phab, where you have clearly documented the numerical boundaries and you shall expect that there are ample power users who will prefer VE/Wikitext editor than the shitty editor over CXT. I was translating an English article to Bengali and can't publish the stuff, to begin my copy-editing.

The entire wiki-text ain't selectable either and I need to copy each paragraph separately. Shoddy interface, all around.
To avoid misusing machine translation and publishing content in wiki, we have a system in place to measure , warn or prevent users - Help:Content translation/Translating/Translation quality
When publishing in the user namespace it makes sense to not apply the limits. This is also in our plans, but we need to find the way to allow users to test and report on the limits without the risk of a test translation to leak into the main namespace too. So we are workings on ways to support both scenarios.
We are in the process of adjusting the limits, and feedback from all the different roles involved is really useful, including expert translators, new translators and those editors in charge of reviewing the content created by others. Your feedback is very important to find the right balance to prevent low quality translations while not getting in the way of those creating great content.
