Hello, Greg. We would like install Html2wiki in https://ru.wikisource.org. How to do this? The extension page has only installation instruction for third-party wikis.

Hi Vladis13, I believe you would need to open a Phab ticket.
However, this extension has not been installed in any foundation wiki yet, so you'd want to do a code review to check for security problems, or load issues. (I'd love any feedback) Because the extension allows for the bulk import of content and images, it is restricted by default to sysops. It's not meant to be used by regular users.
