Don't forget that Flow is under Beta and will not have any improvements soon.
By the way, have you considered to enable Flow as a Beta feature? By that way, people can add (or remove) Flow from their own talk page, instead of make a request (which can take time).

There's no consensus at the moment But there are a lot of calls to give the user the ability to add the feature if he chooses to, as shown Special:EnableFlow
Why not to grant the bureaucrat the ability to give the feature to other users

Hi Trizek, my mate (بدارين) request is discussed in our community indeed, we in Arwiki need to enable Flow to this pages (ويكيبيديا:فريق المساعدة/طلبات) and ( Ar:ويكيبيديا:أسئلة حقوق ملفات الوسائط ) also , because this is help pages and flow system is very good for it,
Flow in Arwiki is stable and no bugs (specially in RTL) after 8 months of testing, Our community is fully satisfied with it and no objections yet.

Our community approve "Flow" in Arwiki 1 year ago (the main discuss) with fully consensus.

I think you should consider to have that Flow activation done as a Beta feature. That way, anyone can activate or unactivate Flow on its talk page.
