phab:T50519 was closed as resolved mumbling something about MediaWiki 1.26. We are at 1.27, but my VP8L test upload failed immediately, "WEBP not supported". Is that a commons, Wikimedia, or MediaWiki issue?

Commons bug is task T27397. If you want to enable it on your server (in case you're running MediaWiki) try to enable webp upload first and if it doesn't work, reopen the bug.
