If you don't clearly state that all this won't affect documentation for users if MediaWiki sites (including Wikimedia projects users), I strongly Oppose this, in particular "Move technical content from Meta" and "Invite the English Wikipedia technical community to join as well with their content" (why only English Wikipedia by the way).
That would go against bugzilla:43591 and any attempt to make the MediaWiki docs usable, and will fail miserably anyway for m:not my wiki + separation from main docs + being an island outside SUL (and not a m:Wikimedia project).
The true problem for user documentation is centralising it on a single wiki and keeping it up to date and translatable, from the current situation where it's scattered on hundreds of wikis: the path of least resistance has to be followed for this, and anyway MediaWiki core can link only to mediawiki.org.
