We need to define better the requirements for notifications, and how much of it could be covered by the Echo notifications framework right now or in the following months. Related to this, we need also to know what role could Flow play here.
Our needs for this project today are potentially similar (the same?) than the needs of Wikimedia contributors at large tomorrow. Maybe we can be a test bed for new deployments and experiments?
