Extended aticle feedback RFP

I note in the most recent "monthly update"Article feedback/status#2011-09-30 that it states "Howie Fung assessed proposals from vendors in response to the RfP to build an extended review system". In the RFP it states that the contract will start on "September 1, at the latest"wmf:RFP/Article Feedback Feature. Does this mean that the RFP has been awarded already and work is underway (as per the original schedule) or that the RFP is delayed?

On a separate point... As has been mentioned by many (in this place and elsewhere) the current state of the Article Feedback Tool) can be charitably said to be of limited utility in providing actionable feedback for the existing community. Instead, it seems the primary purpose of the tool is to encourage new users to participate (a perfectly worthy goal), and that asking for feedback is merely just a hook. Will the extended version of the tool focus more on providing useful information to improve content, or will it be entirely focused on converting readers to users (not that these are opposed goals, but they are indeed different). I have to agree that currently AFT is "of limited utility in providing actionable feedback for the existing community", because the users have to choose between:

  • Look at the current rating values of an individual page; or
  • Look on w:en:Special:ArticleFeedback, which doesn't provide useful options to deal with less popular articles (see bug #30334 and what is displayed on Portuguese Wikipedia or Wikibooks: nothing at all!)
  • Download raw data collected by AFT, understand its format and then import it into some software for analysis, which is not practical/viable for normal users
