Amire80 misunderstands the point of this proposal.
I'm not making this suggestion as a way to solve the bug in content translation.
The content translation page serves as a manual for users who create translated articles and those who are interested in translation (hereinafter abbreviated as end-users).
Since this template is included in the content translation page, the part where I am proposing a revision also serves as an explanation for end-users.
The end-users include users who create translated articles without using content translation, and also includes user who are considering content translation specifications. For such users, the information presented in open bugs is everything.
However, the [] is a document for developers to work on, and is not suitable for end-users to refer to as a manual.
Therefore, the purpose of my proposal is to organize the open-bug list in a way that the end-users can easily understand.
Incidentally, I understand the word open bugs in the sense of already know bugs, but this interpretation can be wrong. If so, please tell me the correct expression.
I will show one thing that Amire80 may not have noticed:
It is not uncommon in MediaWiki.org to describe the person who installs MediaWiki and runs the site as a user.
However, note that end-users here is not a user in that sense.
