Could some translations administrator check the tags in en version of this template? The main phrase “Administrators, please do not delete this category!” appears on all pages with translations as well as its translated version.

It’s intentional: this makes sure that admins potentially not speaking the language understand that they should not delete translated categories. (It uses {{withEn}}, which is created to do exactly this.)
