What about FCGI access?

These instructions now work fine for scripts I want to run from the command line, but when I move the working code to Fast CGI the modules are not accessible by the server.

I wasn't able to install XML::RSS::Parser because one of its dependencies, Class::ErrorHandler, tried to write to /usr/local/man/man3

Somebody on freenode #perl looked at these instructions and had this to say about this page:

<mst> that makepl_arg setting isn't nearly enough.

<mst> if you use local::lib right you can put it in /etc/skel
<mst> so it all just comes preconfigured
