Option 4: How about we create a floating menu (similar to google hangouts "+" menu in Android) that can be hidden when the user taps anywhere on the screen? This menu would allow watching an article, switching the language, or anything else and will be a tap away (or two taps if the menu is hidden).

Floating action buttons with options hidden inside reduce the discoverability of actions you can take drastically. if we see the google documentation, floating action buttons are a single primary action on the article. --Npangarkar (WMF) (talk) 18:50, 23 February 2016 (UTC)

No, I'm not talking of that report. Yes, ULS integration would be better than the proposed alternatives here. I'm interested in knowing why ULS was seemingly not considered among the options.
