Missing NWE

TODO:Joel: low-priority Phab feature request: don't show the hidden tranches in the main Tranche list, but show them somewhere else out of the way
TODO: James: Add NWE
- Add category in Phlogiston config
- Tag NWE main task as a "category" so that its subtasks will show up in Phlogiston in the NWE category
Can we subdivide NWE?
- Barriers to subdivide:
  - Already represents 2+ years of work
  - some tasks are research work with high uncertainty
  - May split across multiple tasks some information that third parties would need to read in one place to understand
- Possible benefits:
  - better (finer-grained) forecasting
  - better prepared for non-Ed developers to take some work (which team agreed at the Retro was possible)
  - Opportunity to do work breakdown
    - capture some thinking in writing/James/Ed brain sync with notes
    - way to do some requirements and design thinking
