- Well, that user should have read docs. :) We don't give everyone export/import rights precisely because they need the user to be slightly prepared. For systematic import of (old) translations we're working on Extension:Translate/Mass_migration_tools, please test the first version of the feature. If it's too late and you already have some local translations that Translate can't import, I recommend Manual:Pywikibot/pagefromfile.py; and I'd value suggestions on how to reduce confusion before export. --Nemo 10:17, 1 June 2014 (UTC)

- AFAIK it's enabled by default, you just have to make sure that your user has the required permission. For instance on Special:ListGroupRights you can see it's for translation admins here. --Nemo 12:00, 29 April 2015 (UTC)

I'm testing this and so far Notepad++ and Sublime text editor works just fine for this as well. Any comments on not using those for this task? Thanks.
- Using proper po editors is and will always be recommended. Of course everyone is free to use inferior software and deal with any problem on their own, but we do not support this path. Nemo 13:36, 18 February 2017 (UTC)
