If "Luganda" appears at the top of the list, select "Luganda tilde".
If "Luganda" doesn't appear at the top of the list, do the following:

To type the Luganda letter Ŋ/ŋ, type the tilde (~), and after it type the Latin letter N/n: ~N -> Ŋ, ~n -> ŋ.
