Is text written in the "custom license" field supposed to be able to be parsed - somehow or other - by computer for legal compliance? Otherwise, surely adding a free-text "just write whatever you want" option at the bottom of the upload form will just get filled with lots of uploads by people who don't understand the licensing requirements saying things like "I want to use my picture on Wikipedia" and think that constitutes a license. A free-text attribution field, one that allows for embedding of custom attribution statements like many of the top Commons-users have, I can understand and would think a great option. That's a fair point. Perhaps free wikitext licenses are not the right answer. Perhaps it could be: autocompleting what the user types, from a set of templates drawn from Category:License tags or Commons:Copyright tags. Of course we then have the annoying problem of obtaining all the licenses that are in subcats and so on, but while grossly inefficient we could still do it in SQL and cache the results for five minutes.
