Using colons in timezones

edit

Hi @Samwilson. Very great work on this extension and I really admire it. I was playing around Template:Event when one of our editors said that mentioning timezone using colons like 5:30 for India, doesn't work and renders time invalid. I thought the templates could fix it but it doesn't appear so. I had a look at this extensions' git and believe a change could be possible. I don't know how. It appears I have to supply "5.50", to get the time displayed in IST (Indian Standard Time), instead of 5.30 or 5:30. Do you have any ideas on this? Of course, I understand this is not a priority.
