Updating this extension so it could be deployed on Wikimedia sites

Hi! Please see https://bugzilla.wikimedia.org/show_bug.cgi?id=11586 -- this extension doesn't work with MediaWiki 1.17 or later, or code in our source code repository's trunk, due to hook changes for tab registration. Could you update?
