     push content down when position fixed and expanding menu
     
     also don't update hash in toggle.js (otherwise this expands

     rewrite action bar as a section and move to the dark side
     
     this allows us to reuse toggle.js
     change the page header to use a dark chrome
     add new assets
     remove language link from left menu
     minor copy text changes

     improve styling of file pages
     
     this brings it more inline with desktop styling under vector theme
